INSPECTION REPORT 50-298/88-26

l Gentlemen:

L This refers to a special EQ followup inspection to review compliance with

10 CFR 50.49 of activities authorized by License No. DPR-45 conducted by

Mr. A. R. Johnson during the period June 6 through July 22 August 14-26, and

l September 19-21,1988, :t the NRC Region IV <1ffice for the Cooper Nuclear

Station.

Areas examined during ti - inspection were your actions on previously

identified items regardi quipment qualification as documented ir. NRC

Inspection Report 50-298, ?8 which was fontarded to you previously by our

letter dated April 1,198)

We have examined your actions taken with regard tu these findings as discussed

with you and other members of your staff during the enforcement meeting held on i

! June 20, 1988, at the NRC Region IV office, and as outlined in your response 1

l letter to NRC Region IV on July 13, 1988. The inspection findings are  !

documented in the enclosed NRC Inspection Report 50-298/88-26.

During the followup inspection, it was found that certain of your activities 1

which occurred subsequent to Nonmber 30, 1985, were in violation of NRC

requirements. You are required to respond to the violation, in writing,

in accordance with the provisions of Section 2.201 of the NRC's "Ruids of

Practice," Part 2, Title 10. Code cf Frderal Regulations. Your response

should be based on the specifi' o.:' "1d in the Notice of Violation enclosed

with this letter.

Four unresolved items were identifica of which three have been closed out

requiring no further action and one has been redesignated as an open item.

l These items were previously identified ai potential enfcreement/ unresolved

!

items in NRC Inspection Report 50-298/86-23. Six remaining previously I

identified potential enforcement / unresolved items are being considered for

l escalated enforcement under the Modified Enforcement Policy that was outlined

L in Generic Letter 88-07. These items will be send to you under separate cover.
