SU3 JECT: SAFEGUARDS EVALUATION REPORT: SUBMITTAL DATED DECEMBER 1, 1998 AND MARCH 2,1999, REVISION TO FUNDAMENTAL NUCLEAR l MATERIAL CONTROL PLAN i

BACKGROUND I By cover letter dated December 1,1998. Westinghouse submitted various changes to the five chapters of the facility's Fundamental Nuclear Material Control (FNMC) Plan. The Plan changes were made to address minor modifications of organizational structures and measurement practices resulting from the recommendation of Westinghouse internal safeguards review board, and discussion with the NRC licensing staff during a site visit. By separate addendum dated March 2,1999, Westinghouse submitted additional information regarding the determination of a nominal uranium concentration for UF receipts. The Plan revision was requested pursuant to the provisions of 10 CFR 70.34 since certain proposed changes were dealing with modified practices.

DISCUSSION The proposed changes affected the text of five chapters in the licensee's FNMC Plan. All revisions are made with a new designated date and revision number. The principal change in this amendment request resides in Chapter 7 with respect to the determination of UF receipt values by applying a historical established percent uranium factor. NUREG-1065, Rev. 2,

' Acceptable Standard Format and Content for the FNMC Pian Required for Low-Enriched Uranium Facilities,"was used for the review and evaluation of the proposed change. Review of the first submittal necessitated various comments which were transmitted to the licencee via a telephonic request for additionalinformation. With the second submittal of the affected section in Chapter 7, Westinghouse fully addressed all comments in a satisfactory manner.

The Plan changes are summarized as follows:

o Chapter 2 - Confirming the Presence of SNM: Updated iegend of the site plan drawing and various typographic corrections;

  • Chapter 3 - Management Structure: Updated organizational chart to indicate the matrix relationship between the Regulatory Affairs and SNM custodians;

environmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(12), neither an environmental assessment nor an environmental impact statement is warranted for this action. .

CONCLUSION The staff concludes that the revised FNMC Plan contains appropriate and necessary )

commitments to satisfy applicable MC&A regulations and guidelines specified in 10 CFR 74.31  !

and NUREG-1065, and that approving the submitted Plan revisions will not reduce the j effxtiveness of the licensee's safeguards program. Thus, existing Safeguards License 1 Condition SG-1.1 is being revised to update the revised FNMC Plan.
