This is in regards to the Fundamental Nuclear Material Control (FNMC) Plan dated August, 1985, submitted per your cover letter dated August 23, 1985. The FNMC Plan was forwarded pursuant to the requirements of 10 CFR 74.31(b)(1).
By means of this letter, we are forwarding to you as an enclosure a copy of our initial review comments. These comments were discussed, in part, with Combustion Engineering's 0. Parks and B.Sheeran during their November 13, 1985, visit with members of my staff.
As explained during the reftrenced iaeeting, a greater level of detail (as outlined in NUREG - 1065, Rev. 1) in your Plan is necessary before it can be judged acceptable.
It is our understanding that the Plan will be revised and resubmitted in its entirety.
