REVISIONS TO fur 4DAMENTAL NUCLEAR MATERIAL CONTROL PLAN (TAC NO. L31136)
Dear Mr. Williams:
This refers to your submittal dated December 1,1998 (Westinghouse reference #NRC-98-057),
as modified by your subsequent letter and enclosure dated March 2,1999 (Westinghouse reference #NRC-99-009), in which you submitted changes to Chapters 2.0, 3.0,5.0. 6.0, and 7.0

of your Fundamental Nuclear Material Control (FNMC) Plan Both Plan revisions were properly submitted pursuant to the provisions of 10 CFR Part 70.34. We have completed our review and evaluation of the submitted changes, and have determined that these changes are acceptable.
Accordingly, pursuant to Part 70 to Title 10 of the Code of Federal Regulations, Materials License SNM-1107 is hereby amended to incorporate your revised FNMC Plan. Thus, Safeguards License Condition SG-1.1 has been revised to include the revisions of December 1, 1998, and March 2,1999, and to read as follows:
l SG-1.1 The licensee shall follow pages i through xviii and Chapters 1.0 through 9.0 of its
" Fundamental Nuclear Matedal Control Plan for the Columbia Fuel Fabrication Facility," which has been partially revised as indicated by Revision 29 (dated l
December 1,1998). Any further revision to this Plan shall be made only in accordance with, and pursuant to, either 10 CFR 70.32(c) or 70.34.
All other conditions to this license remain the same.
Enclosed are copies of the revised Materials License SNM-1107 and the Safeguards Evaluation Report, which includes the Categorical Exclusion determination.
