Gentlemen:

SUBJECT: NRC INSPECTION REPORT NOS. 50-325/88-28 AND 50-324/88-28

This refers to the Nuclear Regulatory Comissior. (NRC) inspection conducted by

C. A. Hughey on August 1-5, 1988. The inspection included a review of

activities authorized for ycur Brunsw!ck facility. At the conclusion of the

inspection, the findinos were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinatinns of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, no violations or deviations were

identified.

The NRC expressed their concern regarding the apparent lack of management

atts.,cion to the inoperability of gaseous effluent monitoring instrumentation

in their letter to you, dated October 1,1987, NRC Inspection Report

Nos. 50-325/87-33 and 50-324/87-32. Your letter of June 20, 1988, postpones d

your commitment to have the Reactor Building and Turbine Building ventilation  !

flow rate measurement devices operational by January 13, 1989 un,il January 13, '

1990, due to project scheduling considerations. Your letter does not provide

a basis for Brunswick to continue in an ACTION statement of the Technical

Specifications. The intent of ACTION statements for Technical Specifications  !

is to provide licensees an alternative reasonable short-time operatability  !

period until corrective actions can be taken to place the system, equipment,  ;

etc., in an operable condition. You are requested to provide the NRC with  !

your basis for continuing in an ACTION statement condition of the Technical  !

Specifications until January 13, 1990, l

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2

Title 10 Code of Federal Regulations, a copy of this letter ud its enclosure

will be placed in the NRC Public Document Room.
