Gentlemen:

SUBJECT: REPORT NOS. 50-413/85-48 AND 50-414/85-56

On October 26 - November 25, 1985, NRC inspected activities authorized by NRC

Operating License No. NPF-35 and NRC Construction Permit No. CPPR-117 for your

Catawba facility. At the conclusion of the inspection, the findings were

discussed with those members of your staff identified in the enclosed inspection

report.

Areas examined during the inspection are identified in the report. Within these

areas,- the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

-The inspection findings ir.dicate that certain activities violated NRC require-

ments. The violations, references to pertinent requirements, and elements to be

included in your -esponse are presented in the enclosed Notice of Violation.

The first violation described in the enclosed Notice is similar to Item 1

contained in a Notice of Violation sent to you with our letter dated March 1,

1985. Since "similar violations", as described in the NRC Enforcement Policy,

are of significant corcern to'the NRC, in your response, please give particular

attention to the identification and remedy of the root cause of the violation so

that its recurrence may be precluded. ,

Your attention is invited to unresolved items identified in the inspection

report. These matters will be pursued during future inspections.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
