Suite 2900 Atlanta, Georgia 30323 Re: Nuclear Regulatory Commission Office of Investigations' Review of Information Pertaining to the Vogtle Electric Generatina Plant

[

Gentlemen:

The purpose of this letter is to restate and emphasize the willingness of clients represented by me to provide relevant information to Mr. Robinson and other Office of Investigations

'("OI") representatives in order to facilitate your on-going review at Georgia Power Company's Vogtle Electric Generating Plant. Subpoenas in this matter are an unnecessary process, as OI's needs can be accommodated, I believe, within the constraints associated with the. employment responsibilities of.the various .

Georgia Power employees previously issued subpoenas. As I indicated to Mr. Robinson last Friday in Augusta, if OI is *

! concerned about exchange of substantive information amongst my multiple clients, we should discuss the matter further prior to any precipitous action by OI. I have an established practice .

regarding this and related matters. Moreover, as I indicated, I ethical obligations may, in'certain instances, preclude information' exchange.

Please be advised that Mr. Robinson and Mr.-Tate were at all times _ cordial and professional in our dealings last Friday. <

j Nonetheless, in light of the serious reservations I have lregarding the use of subpoenas and the initial implementation of /ih

'7 "

this investigation,'.t have sent the enclosed letter to ,L '

Mr. Parler, General- Counsel ' to the NRC. The letter is self-explanatory. >
