Region II Field Office 101 Marietta Street Atlanta, Georgia 30323 Re: Office of Investigations (OI) Review of Georgia Power Company Statements Concerning The Voatle Electric Generatina Plant Diesel Generators

Dear Mr. Robinson:

Much has happened in the last few days to frustrate our mutual desire for an open exchange of facts and views bearing on the matter under investigation. Rather than recriminate about the " eleventh hour" conditions imposed by your Office, we would like to make a fresh proposal for an airing of the entire matter.

We would like the opportunity, and hereby request the opportunity, to make our anticipated presentation concurrently to senior representatives of OI, the Office of Enforcement and Office of General Counsel, as proposed in Mr. Vorse's letter of August 23, 1993, to receive questions and comments of those present, and to do so "on 1.i.e record," i.e., with transcription.

Since this matter has dragged on for over three years, an investigative presentation of this type is well overdue. The best way to bring the matter to resolution is to have an open illumination of facts and views in an objective context.

Please let us know if this can be arranged soon.

Very trulv yours, Arthur H. Domby AHD:njf xc: Mr. James Y. Vorse Mr. James.Lieberman William C...Parler, Esquire - i '(y 9610070017 960827 ' '
