1) Discussion San Onofre recently changed to a new contractor laboratory to perform

radioactivity measurements' involving radiochemical separations. Most often, these are samples that require radiostrontium and Fe-55 analyse Certain low activity environmental samples are also contracted out for analysi As a part of NRC's confirmatory measurements program, solutions spiked with known quantities of radioactivity are periodically provided to licensees for analysis by the licensee ~or its contractor laborator Such a test solution was recently submitted to San Onofre, and San Onofre in turn sent it to its contractor laboratory for analysis.   • Activity corrected to January 11, 198 ** -See enclosure for explanatio While the agreement for the gamma emitters Co-60 and Cs-137 is adequate, Fe-59 was not detected. Poor agreement was obtained for Fe-55 and radiostrontium. Because of the factor of ten discrepancy in the SR-89 and SR-90 results, the vendor laboratory was given the opportunity to r re-examine the results without being told about the discrepancy. The vendor laboratory was not able to find anything that would cause them to change any of the reported data. During this period discussions between the NRC inspector and the technical contact for San Onofre had already

. established that additional quality control spiked samples needed to be analyzed by the vendor laboratory. Thus another set of spiked samples prepared by San Onofre vas already being submitted to the vendor laboratory for analysis. The results for this additional series of spikes, which became available on July 12, 1985, are tabulated belo .

Comparison Divide each NRC result by its associated uncertainty to obtain the resolutio (Note: For purposes of this procedure, the uncertainty is defined as the relative standard deviation, one sigma, of the NRC result as calculated from counting statistics.) Divide each licensee result by the corresponding NRC result to obtain the ratio (licensee result /NRC). The licensee's measurement is in agreement if the value of the ratio falls within the limits shown in the preceding table for the corresponding resolution.
