Conference Summary The enforcement conference convened at 1:00 p.m. in the licensee's conference room at the San Onofre Site.
Mr. Martin made opening remarks-and discussed the~ purpose of the conference.
Mr. Huey then. discussed the' findings of the special inspection, involving the : loss of power'and water hammer event which occurred at San Onofre 1 on November. 21,:1985. Specific, concerns.were discussed, as identified in NRC Inspection Report 50-206/86-07. Three' apparent violations of NRC requirements were identified.

With regard to'the apparent violation involving the paralleling of auxiliary transformers, Mr. Baskin.'"sponded that SCE was committed -to the

improvement = of ' procedures to providt enhanced guidance to plant operators, i
although SCE contends that the exist,ng procedure was appropriate and did not violate NRC requirements. He'added that, from an electrical

engineering standpoint, SCE believes nothing i-inherently wrong with parallel bus operation, and that operation in parallel did not contribute
- to failure.of the feeder cable.
Mr. Martin then asked and confirmed with licensee representatives that SCE
'would provide, early in the.following week, a written response addressing their evaluation of the paralleling of transformers.

In response to a question from Mr. A. Johnson, licensee representatives stated'that they had no questions'regarding the NRC. enforcement policy provided in 10 CFR 2, Appendix C.
Following additional discussion, Mr. Martin presented concluding remarks, and the conference adjourned at 1:20'p.m.
