5., * Independent-Inspection Effort Public Document Roo During this inspection, the inspector visited the public document rcom located at the Main Library on the campus of University of California, Irvin The inspector's review of the documents stored in the-public document room for San Onofre Nuclear Generating Station, Units 1, 2 and 3, did not disclose any safeguards material nor documents marked as containing 2.790(d) materia Substance Abuse Program at San Onofr During this inspection, th Inspector became familiar with the licensee's overall Substance Abuse Program. The inspector determined through interviews, a review o . licensee publications, and a visit to the licensee's Drug Screening Center, that this Program consists of the following five parts:

Parts 1 and 2 apply only to Edison employees, not to contractors. Program 3 shows that only one part of the Substance Abuse Program, the drug screen required as part of the process of obtaining a security badge allowing unescorted access to the protected area, is unique to the sit Special rules have been developed by the licensee's Nuclear Generation Site Department which apply only to this part of the Program. This Badging Drug Screen part of the Program does not depend heavily on involvement by licensee supervisors, nor does it require recognition and confrontation skill training. The badging drug screen urinalysis is different from the blood test currently required of employees who are unfit for dut The San Onofre Substance Abuse Program and related disciplinary actions are primarily documented in the following publications:

DISCIPLINARY ACTION, dated October 15, 198 This publication requires all employees to meet specified reasonable standards of performance and conduct, and provides SCE supervisors specific disciplinary " action rules" in implementing these requirement ,

These action rules include required disciplinary actions for the use of alcohol and drugs, and required disciplinary actions when I employees are unfit for work. Additionally, this Substance Abuse Program established and implemented certain of the requirements for granting and maintaining unescorted access to the site protected are (2) SCE Nuclear Generation Site Department', Site Directive .

NGS-D-006, subject: ALCOHOL AND DRUG USE, dated November 14, 1986. This Directive implements the requirements of the above Corporate Policy Statement and summarizes the company's policy

.on alcohol and drug use, to include site rules governing offsite use and onsite possession or use of illegal substance,

. potentially influencing fitness for duty. , As included in this Site Directive, the unique operating conditions of a nuclear generating facility require that: (a) An eraployee performing critical functions in complex and sensitive work assignments on site who is known to be using illegal drugs (on or off site) is subject to appropriate actions, including removal from his/her critical assignment; (b) Where the use of drugs while off duty adversely affects an employee's job performance or the public trust in the ability of the Company to carry out its responsibilities, disciplinary actions up to and including discharge will be imposed. The Site Directive also indicates that employees are subject to a chemical test in certain circumstances; and that all employees must acknowledge receipt of this Site Directive prior to the issuance of a site security badge, and annually thereafter for individuals requiring unescorted access to the protected are (3) SCE General Administrative Procedure 50123-XV-6.0, subject:

FITNESS FOR DUTY, dated November 14, 1986. This procedure establishes guidelines for evaluating employee's fitness for duty on a day-to-day basis, and further establishes the rules associated with the fitness for duty chemical testing. This procedures pertains to all Edison, contractor and agency representatives at sit (4) SCE Nuclear Generation Site Department - Fitness For Duty Flowchart. This flowchart is available to all SCE supervisors l to assist them in taking proper actions towards an employee that l

exhibits behavior that makes it appear he/she is unfit for duty,

and drug and alcohol testing is to be done. This flowchart is used in conjunction with Procedure 50123-XV-6.0, listed above.

l- (5) SCE General Administrative Procedure 50123-XV-7.0, subject:

DRUG TESTING PROGRAM FOR PROTECTED AREA ACCESS, dated December 11, 198 This procedure describes the Drug Test Program for personnel provided unescorted access into the site protected area. Basically, this procedure requires that a security photo identification badge granting unescorted access to the protected area, be issued only after each individual has passed a drug test.
