In accordance with Table 3.6.11-1 and Action Statement 4 of Tabic 3.6.11-2 of the Nine Mile Point Unit I Technical Specifications, we hereby submit the following Special Report concerning an inoperable channel of the Containment liydrogen-Oxygen Monitoring System.

At 2100 on November 9, 1985, the Channel #11 liydrogen-Oxygen Monitoring Unit (Beckman Instruments, Inc.) was declared inoperable due to a loss of sample flow. It is believed that a reboiler on the sample return line was subjected to excessive condanntion when the unit was shutdown for calibration of instrumen-tation. The coadensation blocked the sampic return line to containment, thereby rendering the unit inoperable.

An investigation into this occurrance is continuing under a station work request. A supplemental report will be submitted on or before December 13, 1985.
