The penetrations were declared inoperable in compliance with Tech. Spec. 3.6.10.1 (Fire Barrier Penetrations). Fire watch patrols have been established in accordance with Tech. Spec. to perform hourly inspections until the situation is corrected. Tech. Spec. 3.6.10.1.d requires that a Special Report be submitted to the NRC for fire barrier penetrations which are non-functional for more than 14 days.

The six duct penetrations were declared inoperable in accordance with Tech. Spec. 3.6.10.1 which requires that non-functional fire barrier penetrations are restored to functional status within 14 days, or a report shall be prepared and submitted in accordance with 6.9.2.b.

CORRECTIVE ACTIONS NMPC Engineering will include these penetrations in the overall review of the Fire Ha::ards Analysis for Unit #1. Upon completion of this review, any required modifications will be initiated.

In accordance with Tech. Spec. 3.6.10.1.c a hourly fire watch patrol was established for the identified duct penetrations not equipped with fire dampers.

The fire watch patrol will be maintained until tho new fire dampers are installed.

ASSESSMENT OF SAFETY CONSEQUENCES Because fire watch patrols have been established in accordance with Tech. Spec.

no safety consequences have arisen as a result of these events. The fire watch patrols perfora hourly inspections guarding against potential fires while the penetrations are non-functional. The watches shall continue until the new fire dampers are installed.
