In accordance with the Nine Mile Point Unit I Technical Specifications a Special Report is required for each fire barrier, detection and suppression system and fire hose station that is out-of-service for more than 14 days.

During the current refueling outage, several of these incidents have occurred.

Since each of these is directly related to outage activities, a description of each is provided below. A separate Special Report will not be submitted for each incident since this letter satisfies the reporting requirements.

On March 17, 1986 the fire detection system (D2345) in the west end of the Turbine Building (elevation 305') was taken out of service to support welding activities for piping modifications. The fire detection system was declared inoperable in accordance with Technical Specification 3.6.6 (Fire Detection). In accordance with Technical Specification 3.6.6.a.1 a fire watch patrol was established.

On March 26, 1986 Fire Door 101 (Turbine Building 261' East) was breached to perform door modifications. The fire door was declared non-functional in accordance with Technical Specification 3.6.10.1 (Fire Barrier Penetrations) .

In accordance with Technical Specification 3.6.10.1.c the operability of the fire detectors on one side of the fire door was verified and a fire watch patrol was established.

On March 28, 1986 the fire detection system DA-4076 in the east end of the Reactor Building (elevation 237') was taken out of service to support welding activities for piping modifications. The fire detection system was declared inoperable in accordance with Technical Specification 3.6.6 (Fire Detection).

In accordance with Technical Specification 3.6.6.a.-1 a fire watch patrol was established.

, Page NMP-18227 On March 31, 1986, fire suppression system C2151 and fire detection system DX2151 A&B (both in Diesel Generator 103 Room) were taken out of service to support diesel modification work in the area. System C2151 was declared in-operable in accordance with Technical Specification 3.6.8 (Carbon Dioxide Suppression System). In accordance with Technical Specification 3.6.8.b, a continuous fire watch with backup suppression was established. Also, system DX2151 A&B was declared inoperable in accordance with Technical Specification 3.6.6.a.1 and a fire watch was established.

On April 2, 1986, penetration I-975 in the Turbine Building (elevation 261')

was breached to clean a sump. The fire barrier was declared non-functional in accordance with Technical Specification 3.6.10.1 (Fire Barrier Penetrations).

In accordance with Technical Specifications 3.6.10.1.c, the operability of the fire detectors on one side of the non-functional fire barrier was verified and a fire watch patrol was established.

The protective measures (fire watches and patrols in place) will be con-tinued until the systems or penetrations can be returned to an operable state.

All of the fire detection systems, fire suppression systems, and fire barriers will be returned to service as soon as work in the area has been completed, unless otherwise stated. All work is scheduled to t completed by the end of the outage.
