i Gentlemen:

In accordance with the Nine blile Point Unit I Technical Specifications a Special Report is required for each fire barrier, detection and suppression system and fire hose station that is out-of-service for more than 14 days.

During the current refueling outage, several of these incidents have occurred.

Since each of these is directly related to outage activities, a description of each is provided below. A separate Special Report will not be submitted for each incident since this letter satisfies the reporting requirements.

On April 23, 1986 Fire Door 134 (Turbine Building 250') was breached to run leads to support welding in the area. The fire door was declared non-functional in accordance with Technical Specification 3.6.10.1 (Fire Barrier Penetrations). In accordance with Technical Specification 3.6.10.1.c the i operability of the fire detectors on one side of the fire door was verified and a fire watch patrol established.

On April 29, 1986 Fire Door 132 (Reactor Building 261') was breached to l perform a modification to the fire door. The fire door was declared non-func-tional in accordance with Technical Specification 3.6.10.1 (Fire Barrier Penetrations). In accordance with Technical Specification 3.6.10.1.b a con-tinuous fire watch was established.

On h!ay 2,1986 fire detection system DA4116W (Reactor Building 261') was taken out of service to support grinding activities for piping modifications.

The fire detection system was declared inoperable in accordance with Technical Specification 3.6.6 (Fire Detection). In accordance with Technical Specifi-cation 3.6.6.a.1 a fire watch patrol was established.

r Page NMP-18803 On May S,1986 fire detection system DA2161M (Turbine Building 261') was taken out of service to support grinding in the area. The fire detection system was declared inoperable in accordance with Technical Specification 3.6.6. (Fire Detection). With a non-functional fire door and penetration in the detection area, Technical Specification 3.6.10.1.b requires that a con-tinuous fire watch be established. A continuous fire watch was established.

On May 6,1986 fire door 31 (Turbine Building 261') was breached to perform a modification to the fire door. The fire door was declared non-functional in accordance with Technical Specification 3.6.10.1 (Fire Barrier Penetrations) .

In accordance with Technical Specification 3.6.10.1.b a continuous fire watch was established on one side of the affected penetration.

On May 9, 1986 fire detection system D4267 (Reactor Building 340') was taken out of service so that welding in the area could be completed. The fire detection system was declared inoperable in accordance with Technical Specification 3.6.6 (Fire Detection). In accordance with Technical Specifi-cation 3.6.6.a.1 a fire watch patrol was established.

On May 14, 1986 fire suppression system WP2092 (Turbine Building 261')

was taken out of service so that welding in the area could be completed.

The fire suppression system was declared inoperable in accordance with Tech-nical Specification 3.6.7 (Fire Suppression). In accordance with Technical Specification 3.6.7.e a fire watch patrol with back up suppression was esta-blished.

The protective measures (fire watches and patrols) will be continued until the systems or penetrations can be returned to an operable state. All of the fire detection systems and fire barriers will be returned to service as soon as work in the area has been completed, unless otherwise stated. All work is scheduled to be completed by the end of the current refueling outage.
