In addition, we will be submitting a final Physical Security Plan for the Millstone Nuclear Power Station, Unit Nos.1, 2 and 3 in the next several weeks. This submittal, along with your concurrence of our responses contained herein, should enable the NRC Safeguards Reviewer to complete his safety evaluation for Millstone Unit No. 3 (Reference 4).

Pursuant to 10CFR73.21(b), NNECO considers this to be Safeguards Information and requests that this information be ' withheld from public disclosure in accordance with 10CFR2.790(b). Upon separation from the attachments, this cover letter need not be withheld.
