Waterford 3 SES Docket No. 50-382 License No. NPF-38 Waterford 3 Power Uprate Gentlemen:

The purpose of this letter is to docket a request to commit NRC resources for the review of the Waterford 3 Power Uprate (uprate) license amendment, which is scheduled to be submitted in April,1997, and to confirm the meeting date that has been scheduled for July 23,1996, to discuss the scope for this project.

The uprate, which is scheduled to be implemented in October,1998, involves an eight percent licensed thermal power increase with minimum hardware changes.

Most accident analyses will be reperformed; and, some of the analyses will be based on new and more current methodologies (i.e., Evaluation Model Revision for SBLOCA, etc.). Also, numerous technical specification changes will be required to support the uprate. In order to meet the implementation schedule, it is requested that the NRC review effort for the uprate submittals take no longer than 10 to 12 months, which would result in NRC approval of the uprate in April,1998.

The uprate is not anticipated to involve any significant environmental impact in that the present limits for plant environmental releases are not expected to be increased.
