Beaver Valley Power Station, Unit No. I and No. 2 BV-1 Docket No. 50 334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request Nos. 223 and 94 Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the form of changes to the technical specifications. The proposed l changes will remove the prescriptive requirements of 10 CFR 50, Option A, conceming  ;

1 test frequencies and test methodology, and replace them with the requirements of 10 CFR 50, Option B. The prop.ssed specifications include reference to Regulatory Guide 1.163 titled " Performance-Based Containment Leak Test Program," dated September 1995. Additional changes to the specifications are included which are either necessary to accommodate the requirements of 10 CFR 50, Option B, or are editorial in nature.

i Approval of this amendment is requested prior to the start of the Beaver Valley Power Station, Unit No. I eleventh refueling outage which is scheduled to start on 4

March 23,1996, as this is when Duquesne Light Company plans to implement Option B i of 10CFR50 Appendix J. An implementation period of up to 60 days is requested following the effective date of this amendment.

l The Containment Leakage Rate Testing Program is being developed based on the guidance contained in Regulatory Guide 1.163 and associated documents. The approved version of this program will be available for your review upon implementation of the

. proposed amendment, j t The proposed technical specification changes for Unit No. I and Unit No. 2 are presented in Attachments A-1 and A-2, respectively. The safety analysis (including the l no significant hazards evaluation) is presented in . Attachment B. The UFSAR changes are presented in Attachments C-1 and C-2.

- Proposed Operating License Change Request Nos. 223 and 94 Page 2 This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was determined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
