Dear Mr. Collins:

In September, Mr. William Rice, Senior Vice President of Brown & Root, talked with you about your meeting with the QC supervisors at the Comanche Peak site and your concerns related to harassment and intimidation of QC inspectors. Thank you for sending us a copy of your remarks.

As you know, Brown & Root is the prime contractor to the Licensee, Texas Utilities Generating Company (TUGCO), on the Comanche Peak project. Of course, TUGC0 has the ultimate responsibility to implement the QA program for Comanche Peak. Brown & Root provides many of the functions in the QC program. We understand that you met recently with executives from TUGC0 who outlined a detailed plan of action which is being implemented to alleviate any concerns of any project personnel related to harassment or intimidation of QC inspectors. Brown & Root is cooperating fully in the implementation of this plan, and I am personally involved in the resolution of this matter.

I am confident that these efforts by TUGCO, and Brown &

Root's involvement in these efforts, will assure that the QA program for Comanche Peak will function with the independence and effectiveness that NRC regalations mandate and that TUGC0 and Brown & Root desire.
