Routine, announced inspection by the Resident Reactor Inspector (RRI) including general site tours; followup on previously' identified inspection findings; protection of installed equipment; installation and welding of safety-relater

(Closed) Violation (50-445/81-02) Failure to Follow Procedures For Piping  ;

l Installation. As noted in Inspection Report 50-445/81-05; 50-446/81-05,

paragraph 2, all procedures and instructions with associated training- 4 L relative to this matter issued during March 1981 provide a substantial- '

improvement in the area of properly supporting partially installed piping. l l

The RRI has been provided with a detailed stress analysis which indicated j i that no damage was sustained by the piping found unsupported by the RRI '

on February 20, 1981. During the past several weeks, the RRI has observed a sustained effort to prnvide temporary "hard" supports for piping whera g the permanent supports have not been installed. These supports are usually fastened to the building structure or clamped to the piping and bolted in place so as to make removal substantially more difficult than the previously used wood blocking, chain falls 'and "come-a-longs." The licensee also issued an informal instruction giving recommended spacing between supports  !

for various sizes of pipe. The recommendations were based on industry practice and were extracted from the " Standard Handbook for Mechanical Ergineers" by Baumeister and Marks. . Although this matter is considered closed for the purposes of this report, the matter will continue to receive close attention from the RRI and other NRC Inspectors since a substantial amount of piping is yet to be installed in Unit 2.
