Evacuation Time Estimates (ETE) for Pilgrim Nuclear Power Station As indicated in my March 9, 1984, memorandum to you, please find attached a proposal by the Federal Emergency Management Agency (FEMA) describing how FEMA intends to respond to the January 20, 1984, U.S. Nuclear Regulatory Commission (NRC) request for further evaluation of the Pilgrim Nuclear Power Station ETEs. Specifically, this request is in regard to traffic management problems concerned with the timely evacuation of the population at risk in the event of a radiological emergency at the Pilgrim Nuclear Power Station.

FEMA intends to transmit the report to NRC on May 2, 1984. Currently items A and B of the attached proposal have already been completed so that at this time FEMA is ahead of schedule.

Pilgrim Nuclear Power Station Evacuation Time Estimates (ETE)

This is in response to your memorandum of March 6,1984 in which you requested that we provide you with a detailed proposal of how we intend to respond to NRC's request of January 20, 1984 for further FEMA review of an issue related to the subject ETE.

We expect to submit a study report on the resolution of this issue by April 16,1984. Attached is a study proposal describing our work program, resources needed for support, and a schedule of when major components of the study will be completed. The work program will be h p zi 4 by FEMA Region I and reviewed by Headquarters and NRC's transportation consultants prior to finalization.

(B) Review the current traffic 40 Staff hours March 23,1984 management situation in light (FEMA Region I) of the changes in the State Traffic Management Plan, the road network, and the popu-lation since 1981.

(C) Confer with the Massachusetts 16 Staff hours March 29, 1984 State Civil Defense, State (FEMA Region I)

Police and State Dept. of Public Works to review FEMA's findings and make appropriate changes.

(D) Forward a draft report to 8 Staff hours April 6,1984 Thomas Urbanik (consultant to (FEMA Region I)

(E) Review comments and update 10 Staff hours April 13,1984 report as necessary. (FEMA Region I)
