l As you are aware, the Federal Emergency Management Agency (FEMA)

Region I Office has been working with the Commonwealth of' Massachusetts regarding preparations for the conduct of an {

i exercisa of the offsite emergency response plans for the Pilgrim l Nuclear Power Station. This working arrangement has included periodic meetings to review progress on the exercise planning i between FEMA Region I, the Commonwealth, Boston Edison Company ]

(BECo), and the Nuclear Regulatory Commission (NRC) Regional i staff. The most recent meeting was held on May 31. Enclosed is a copy of FEMA Region I's letter to the Commonwealth which memorializes the level of progress to date.

Please note that the window for the exercise has been narrowed to the week of October 9-13, and representatives from FEMA Region I and the Commonwealth have agreed upon Thursday, October 12, and Friday, October 13, as the dates for the Plume Pathway Exercise j and Ingestion Pathway Exercise respectively. Prior to the j exercise, FEMA Region I will observe a pre-exercise State and l local coordinated drill in early September as well as individual community tabletop exercises as the communities get ready in late j July and early August. For further details, please see the list of milestones (Attachment A with the enclosed letter).

FEMA Region I has received recently from the Commonwealth a number of items; however, additional submissions are still outstanding (please see Attachment B). Furthermore, while significant progress har been made, it should be noted that the Town of Duxbury has not yet agreed to the exercise schedule.

The Commonwealth has stated its intention to have the Town participate; the Town's status is expected to be addressed at the next progress review meeting between FEMA Region I, the Commonwealth, BECo and the NRC. That meeting is currently scheduled for Monday, June 19. {
