Pilgrim 10 CFR 2.206 Petition This is in response to your manoranda of August 11 and October 16, 1986, and January 28, 1987, concerninj the petition filed with the Nuclear Regulatory Comtission (NRC) by Senator William B. Golden, et al, dated July 15, 1986, to prohibit restart of the Pilgrim Nuclear Power Station (NPS). Your memorandum of October 16 formally requested the Federal Emenjency Ibnagement Agency (FEMA) to provide the NRC with an evaluation of the offsite anergency planning and preparedness issues raised in the petition.
As you know, on December 22, 1986, the Contronwealth of lbssachusetts' Secretary of Public Safety sent FEMA a copy of the Office of Public Safety's "Peport to the Governor on Emenjency Preparedness for an Accident at the Pilgrim Nuclear Power Station".
In addition, the Office of Public Safety (OPS) recently requested FDM Fegion I to review a report entitled
" Evaluation of Offsite Emenjency Preparedness in the Area Surrounding the Pilgrim Nuclear Power Station", prepared by the Impell Corporation for Boston Edison Canpany. PEMA is also conducting a self-initiated review of the overall state of emergency preparedness.
Therefore, this will confirm our agreement on !brch 24, 1987, that FDM will respond to the NRC's request for an evaluation of the offsite emergency planning arxl preparedness issues raised in the petition in a consolidated fashion which will address the issues raised in the 2.206 petition, the two reports that OPS has requested FD'A to review, FDM's self-initiated review and other relevant available information.
FDM is conmitted to making the production of thin important report a priority.
