Progress" is continuing regarding preparations for the Pilgrim exercise with the Commonwealth of Massachusetts and its political subdivisions; however, there are still some outstanding issues m

that~you-should be aware of.

The purpose of,this letter is to communicate the most recent results of meetings with Common-1 wealth officials, advise you on the outstanding issues regarding exercise ' preparation from the perspective of the-Federal Emergency' Management Agency (FEMA),

and update you since my previous letter.to you dated June 15,.1989.

Representatives of-FEMA Region I,

the Commonwealth, ' Nuclear

. Regulatory Commission' Region I,

and the. Boston Edison Company (BECo) met on-June 19 to review the status of the exercise prep-

-arations.

' Enclosed. for yoar information is a summary of the results of ' that meeting prepared by FEMA Region I.

The-issues-discussed below contain the most-recent information FEMA has been able to 'obtain and supplement the information in the enclosed summary report.

FEMA has performed an informal technical review of the Town of: Plymouth's radiological emergency response ' plan and we are awaiting submission of a revised plan.

The Town has also completed 92 implementing procedures that are ready 'to be reviewed.

91.of'these procedures will be sent to the Common-wealth..and to FEMA, and we expect to receive the information shortly.

The remaining procedure is for the Town's schools.

Following the action of the Plymouth School ' Committee (see summary report),

the Town's selectmen decided to forward the school procedure to the Commonwealth for review, but not to' FEMA.

We will L ultimately have to review the school procedure, but at this, time no provision has been made to submit the procedure to

. FEMA - for review.

We intend to raise this issue at the next meeting with the Commonwealth set for July 17.

' FEMA also has performed an informal technical review of the Town of Duxbury's plan and we are awaiting submission of the revised plan'as well as its implementing procedures.

It is our

. understanding that the Town is requesting the final report from its' advisory comnittee reviewing radiological emergency planning so the Town can proceed with its plans and procedures.

In ad-ditica, The Town has not indicated its participation in the 8908020231 890719 f

scheduled exercise.

The Commonwealth has told-FEMA that it will emphasize to the Town the inevitability of the exercise and urge them to prepare for it.

While there is no clear indication the Town will refuse to participate,.the Town's non-communication on the exercise does give us concern.

We intend to pursue'the issue of Duxbury's stuus at our next scheduled meeting with the Commonwealth.

Should Duxbury decide not to participate in the exercise, that decline would necessitate compensatory action.

FEMA did perform an informal technical review of the State Plan, but we are not in receipt of a revised plan nor of its implementing procedures.

The Commonwealth is working on its implementing procedures; however, we have no firm date as to when we can. expect submission of either item.

FEMA also Las not received the Traffic Management Plan and we have no indication when FEMA can expect the submission.

The status of the Wellesley Reception Center is also uncer-tain.

The Commonwealth has asked BECo for improvements to the center.

In FEMA's view, the center can be used in its present capacity without requiring additional improvements and we have expressed that view to the Commonwealth.

The Commonwealth and BECo are reviewing the improvements issue.

Regarding exercising the center, no determination has been made at this time by the Commonwealth as to whether the center will be fully or partially exercised.

FEMA has corcurred with the Commonwealth's desire to, at a minimum, conduct a " walk-through" at the center.

FEMA has been assured that the commonwealth and BECo cre working to update the public emergency information brochure.

Please note, however, that the Regional Assistance Committee will have to review the brochure before distribution.

While the aforementioned issues need to be addressed by the Commonwealth, it should be noted that the plan review has been completed for the Massachusetts Civil Defense Area II Plan and the plans for the communities of Bridgewater, Carver, Kingston, Marshfield and Taunton.

Implementing procedures for these plans have also been reviewed.

Pilgrim Exercise On June 19 a meeting was hwiu in the vrrice or Ma...cnue.sse Secretary of Public Safety, Charles Barry, to review progress of State ano local planning and to discuss preparations for the October 12-13, igSg, Pilgrim Exercise.

Copies of the meeting sign-in sneet ( Attachment 1 ) and agenda ( Attachment 2) are attached for your informat1on.

I.

Discussion of Exercise preparations John Lovering, MCDA Deputy Director, reported that a spec 1a1 "hard-hitting" committee has been formed to oversee the development, scheduling, and evaluation of the individual community tabletops, the pre-exercise State and local drill, and the actual exeruise.

The community tabistops are scheduled for August and the State and local drill for September.

Buzz Hausner, MCDA NSEPP Director, stated that the exercise is scheduled for october 12 and 13.

The exerc1se design team continues to meet regularly and is currently Working _on the scenario and obtaining local input to the exercise objectives.

Mr. Lovering added that he feels Secretary Barry's June 6 letter helped to resolve some outstanding issues.

One of the issues remaining is the town of Plymouth's school Doug Hadfield, Plymouth CD Director, revealed that the procedure.

to Plymouth school committee was to meet "this evening", June 19, decide whether to approve the procedure in concept anc pass it on to the Selectmen.

While Mr. Hadfield could not predict which way the school committee would vote, he feels that the decision to use the Taunton High School as a reception center is a positive development.

The P1vmouth School Committee. at its meetino on the eveninc NOTE-of June 19. voted to send P1vs.r.,uth's schoo l procedure to the Board of selectman with no racc.;;nndation -- either oositive or nonative.

Although we have no idea how the Selectmen will vote, a favorable destision on this crocaggre is all that remains for submission of the Plymgyth clan. (91 of 92 Drocedures have been nocroved. the school issue beino the only one outstatndino L l.] 1.

Duxbury has not attended the last two meetines.

j He will request Duxbury's cooperation and assistance in forwarding its updated plans and procedures to the Commonwealth, and through the Commonwealth to FEMA.

Mr. Agnes agreed to communicate with Plymouth as well, unless the Commonwealth receives the updated Plymouth plan and procedures.within a week.)

l Peter Agnes, Assistant Secretary of Public Safety, explained that the State will conduct an independent evaluation of the Pilgrim exercise.

State evaluators will be stationed in key locations and will represent the State's Technical Support Group (some of these representatives were present at the meeting).

He emchasized that they will use the EEM and invited FEMA and BEco to the meetings at which the State evaluation plan will be discussed.

Henry Vickers expressed concern that Massachusetts evaluators lack the necessary experience to properly evaluate an exercise.

Secretary Barry acknowledged this fact and responded that the State will work very hard to train the evaluators.

He assured the Regional Director that Massachusetts wants to do this on a limited basis only, in order to obtain some understanding of the process.

Jack Dolan agreed that if the State's evaluation is performed in this context it will probably benefit all parties.

Mr. Dolan stated FEMA's willingness to attend State training sessions and eagerness to have State comments.

John Lovering cautioned that the tabletops, State and local drill, and exercise are predicated on completion of training.

He added that BEco has done a good job so f ar.

He asked about the status of the training modules for the tabletops and the integrated drill.

Albert Samano of BECo responded that the tabletop modules are finished and that the only item remaining to be developed is the integrated drill module.

Mr. Samano offered to look into progress on that item.

II.

Discussion of ReceDtion Center at State DPW Garane in Wm.llesley John Lovering stated that Doug Forbes of MCDA has completed a report on the status of the Wellesley reception center.

This report sums up what MCDA feels remains to be done regarding training, staffing, planning, an,d f acility enhancements. Secretary Barry suggested that Mr. Forbes work with Bob Patterson of BECo to decide upon any enhancements necessary for its use as a reception center.

He directed that their work to completed in two weeks and promised to apprise FEMA of their f ndings within the month.

Discussion of Trainina of__ State Personnel Mr. Lovering praised BECo's cocoerat1on in the train 1ng ot local emergency workers.

He announced that the National Guard members which staff the MCDA Area II Off' ice wili be tralned as "Cr1s1s Managers".

He added that there needs to be a more precise definit 1on of BECo's pos1 tion on tra1ning State workers.

Secretary Barry suggested that MCDA's Ed Fratto d1scuss training of State

personnel and staff at Wellesley with BECo's 01ck Finn and Gary Winters.

Secretary Barry asked for a progress report in two weeks.

l VII.

Imorovemente to Area II as Alternate EOC Mr. Lovering said that the State plan designates the Area II EOC as the alternate EOC for three communities and acknowledged that the utility has agreed to cons 1derably enhance this site.

A problem remains, however.

Area II now receives its electr1c1ty f rom its " landlord", MCI-Bridgewater, at no cost.

BECo desires to bring in a new electric line while the State preters to stay with the f ree electricity.

Mr. Lovering suggested that this problem be worked out between Area II Director, Tom Rodger, and BECo's Ron Varley. Again a two-week timef rame was agreed upon for resolution.

OTHER ITEMS OF DISCUSSION

- Admiral Ralph Bird mentioned that he expects the NRC will give the OK to ascend to 50% power within two weeks.

- John Lovering suggested that FEMA conduct classes for State and local personnel to explain the EEM.

Jack Dolan said he and his staff would be very hapr*, to accommodate State and local personnel on this matter.

- Secretary Barry feels that there needs to be more emphasis placed on public information so that people in the communities involved will accept the exercise more as a matter of course then as an extraordinary event.

- Mr. Hadfield of Plymouth emphasized that the town's Selectmen.

Secretary Barry emonatically suggested that Mr. Lovering bring Mr. Black into the process.

III.

Discussion of the Emercancy Public Informat1on Brochure Peter Agnes reported that the State has received add 1tional local comments on the PIB and will review them for possible inclusion.

He characterized the comment 6 as "nothing major."

He feels that the PIB abould not be sont out until the Taunton High School change har been incorporated and Wellesley has been firmed up.

Jack Dolan suggested that the PIB and Wellesley issues ce tied togetner and a

placed on the - same deadline as the Forbes/Patterson report on Wellesley.

He requested that FEMA be informed on the resolution of both issues in two weeks (not one month as suggested above by Secretary Barry).

Secretary Barry and Mr. Lovering concurred.

Albert Samano notified the meeting that the Taunton High School change has already been incorporated into the draft PIB and plans and procedures.

IV.

Status of FEMA Informal Technical Reviews Mr. Dolan said that the Letters of Agreement are currently being reviewed and verified by Region I staff.

FEMA is waiting for the 1

submission of the State plan implementing procedures.

Secretat'y Barry inquired about the status of the State Ips.

Buzz Hausner responded that they are still under development and w111 be finished as soon as possible.

In response to Secretary Barry's expressed concern that they be completed in a week, Mr. Hausner replied that "not all, but some" will be completea in a week.

Albert Samano said that a BEco planner has been working on the IPs l

and they are compitte.

He also mentioned that the MCDA Operations Officer has signed off on all of them and distributed the IPs to appropriate State agencies for review.

V.

Results of Meetino of Radiological Assistance Committee - FEMA Jack Dolan stated that the RAC met on May 10-12 to review the Area 11 Bridgewater, Carver, Kingston, Marshfield, and Taunton plans.

l The RAC comments have been consolidated and forwarded to the RAC

]

members for their final review.

Comments are due by June 23.

If changes are required, they will be licorporated prior to FEMA's I

submission to MCDA.

The RAC will mt. set again on July 18-20 to review the Plymouth, Duxbury, and State plans.
