Radiological Emergency Preparedness Issues at Pilgrim Nuclear Power Station This is in response to the September 6,1983, memorandum from the U.S.

Nuclear Regulatory Commission (NRC) to the Federal Emergency Management Agency (FEMA) requesting assistance concerning of fsite emergency preparedness

. issues raised by the Massachusetta Public Interest Research Group (MASSPIRG) for the Pilgrim Nuclear Power Station in Plymouth, Massachusetts. FEMA Region I has carefully reviewed the petition filed with NRC by Michael D.

Ernst,~on July 20, 1983, on behalf of MASSPIRG. This petition alleges that serious deficiencies exist in offsite radiological emergency plans and preparedness in the five general areas of: advance information for residents and tourists; notification during an accident; evacuation plans; medical' facilities; and, the emergency planning zone. Based on consultation with the members of the Regional Assistance Committee, Officials of the Commonwealth of Massachusetts, as well as the Region's own detailed analysis, FEMA Region I confirms its past interim finding (based on the March 1982 exercise and plan review) that the Commonwealth

-of Massachusetts has demonstrated that there is reasonable assurance that the public would be adequately protected if there were an accident at the Pilgrim Nuclear Power Station. This interim finding is supported by the attached September 30, 1983, report prepared by FEMA Region I

_ titled " Analysis of Emergency Preparedness Issues at the Pilgrim Nuclear Power Station Raised by the Massachusetts Public Interest Research Group (MASSPIRG)."

Therefore, FEMA concludes at this time, based on Region I reports, that a reasonably adequate level of radiological preparedness has been dc.e.a. crated to protect the public in the event of a radiological accident at the Pilgrim Nuclear Power Station. This interim. finding is provided for your use until FEMA can complete formal review of offsite plans and preparedness in accordance with 44 CFR 350.

As you requested, we have carefully reviewed the emergency preparedness issues raised by the Massachusetts Public Interest Research Group

(MASSPIRG) in their petition of July 20, 1983 to the Nuclear Regulatory Commission (NRC), including their report entitled Blueprint for Chaos 11.

MASSFIRG's efforts in pursuing our comon goal of assuring puDlic pro-tection are appreciated, and all issues raised by MASSPIRG in their petition before the NRC have been carefully examined by this office as part of the plan review process under 44 CFR 350. Our report is attached.
