May 13... 7:40 a Edison Co. will test sirens on nuclear alert system today. FD notified. Short bursts - on sirens. May 16...10:15 p SP dispatcher says at 9:30 , Pilgrim Nuclear Plant declared unusual event. No ; further action, no dangers. Standby FD & fire chief i notified. i Aug.13...11:29 a SP Middleboro broadcasting i test of Pilgrim nuclear plant. No action req. Sept. 5... 8:22 a Test: Radiological emergency response plan, Pilgrim Sta., unusual event occurred at 8:16 a, no action necessary. No danger to health or 5 public. 9:01 a Test. Pilgrim Sta., an alert occ. at 8:47 a, no , danger to health or public. Off-site personnel on standby status. Notified FD. 10:38 a Test: Pilgrim Sta. site are emergency at 10:35 a.        .         e                                 By MARY CTT After cttending the meeting held rt Duxbury High School on June 25 on the subject t f Pilgrim I, Bostra Edisons' nuclear power plant, I feel compelled to share my feelings for the benefit of anyone who was unab!c to attend.

This evening was billed as an informational meeting for the townspeople of Duxbury - an oppor-tunity for Boston Edison to answer and address ques-tions of concern to everyone. We have all heard the rumors of mismanagement, labor problems, and of course, the recent shut-down of the plant in April by its monitoring agency, the Nuclear Regulatory Commission. The NRC cited Pilgrim I as one of the worst managed plants in the country. My purpose in participating in this meeting was to allay my own fears about my nuclear neighbor and to pose some questions which were of concern to me. I directed my comment to Al Pederson e.f Boston Edison, who is the recently hired chief of day-to-day operations at the plant. I told him that I had recalled reading several items in the Police los published in the Duxbury Clipper which stated " unusual event, Pilgrim N har Station." I had assumed that these were minc 'ractions of some nature. (For informational C purposes, the other s a.c: alert; site area emergency; and general emergency.) I asked Pederson to give the assembly a definition of an "ununnat event," and further inquired as to how many of these incidents had occurred at Pilgrim. Pederson replied that he was new on the job and perhaps Mr. Silva could answer my question. Roger Silva, a former Plymouth selectman and current coordinator of Boston Edison's emergency

preparedness for the plant, did not provide an ade-quate definition of an unusual event; and in answer

At this point, Richard Starostecki of the NRC,

                    -j       who is responsible for the safe operation of Pilgrim,

'% - d' ~ k on interjected his thoughts on " unusual events" and

  ,                           highly unlikely to have 4 or 5 such events occur in W w e ,& -                l    even a 2-year period."

According to an Associa:ed Press Release, the NRC guidelines define an " unusual event" as anything that could mean " potential degradation of a the safety of the plant" where no release of radiation 1 is expected. The NRC does nothing immediately when told of an unusual event.

Starostecki seems out of touch with what is going on , at Pilgrim. My research at the Duxbury Clipper of-fice indicates that at least 3 " unusual events" were

                   ;             My final question to Boston Edison was why there had been no " unusual event" e'stry in the police log at the time of the famous baseball incident. Silva replied, "I have no comment on that."

m ' Many other residents were equally frustrated in their attempts to gain information. As the evening wore on, I felt a growing sense of alarm. If these peo-pie don't know - who knows? Never have I attended a public forum and found the proponents of an issue so ill prepared to provide information and support for thier own proposals. The only conclusion I was able to reach after 4h hours at this meeting was that in fact there la ver* good reason for the public's growing erosion of confidence in this facility, its management ard its matchdog, the NRC. Citizens should have public access to information on Pilgrim I's performance record - its accidents; their causes and solutions. Many neighboring communities have had no say in this plants inception, yet will bear the brunt of the problem should trouble arise. Starostecki said that based on the most recent in-formation he had, he could find no reason to delay putting Pilgrim I back on stream this summer. I disagree. Too many questions remain unanswered. This report has been sent to President Reagan, Governor Dukakis, Boston Edison, the Nuclear Regulatory Agency, Senator Kennedy, Congressman Studds, Senator Golden, Rep. Mann, and the Mar-shfield/Duxbury League of Women Voters. Join me
