Response to January 20, 1984, Request for Assistance on Evacuation Time Estimates for Pilgrim Nuclear Power Station This is in response to the January 20, 1984, Nuclear Regulatory Commission (NRC) request for assistance from the Federal Emergency Management Agency (FEMA) in evaluating certain potential traffic bottlenecks that could impede evacuation of the population at risk in the vicinity of the Pilgrim Nuclear Generating Station. The bottlenecks, located at the intersections of Route 128 and the Sagamore Bridge with Route 3, adversely impact the evacuation time and were previously identified in the May 1981 NUREG-0022 (Appendix B) of the Safety Evaluation Report for Pilgrim Unit #2. This unit has since been cancelled by the Boston Edison Company but the same problems still exist for Pilgrim Unit #1.

As the attached report from FEMA Region I indicates, the traffic management issues cited in your January 20, 1984, memorandum have been resolved by the Commonwealth of Massachusetts. The Massachusetts State Police now have a plan for the Sagamore / Buzzards Bay area, and procedures have been established for emergency management of traffic at the intersection of Route 128 and Route 3 and on the Cape Cod side of Sagamore Bridge.
