This is to confire my phone call to Mr. Bert Davis this afternoon to report ..~ Z c Abnormal Occurrence 74-15 at Ginna Station. N.N. 3.

af ternoon in regards to the limit switch on Valve CV-70 not working properly, they found that tha 1imit switch was working properly, but tht the valve was only closing 807.. There was an apparent violation of the Technical Specifica _

tions in that we did not close the manual valve shead of Valve CV-70 on the ..

af ternoon of August 15, 1974 when it was detertained that the valve was not closing all the way. _

3 At 1000 this morning, the manual valve ahead of Valve CV-70 was closed to y estabilsh containment integrity. Valve CV-70 was then operated and it hung - t up momentarily at the 807. closed position and t. hen it went all the way closed .j The PORC cet and recocmended that the valves be stroked again several times '

with the manual valve closed, and if the valve worked satisfactorily, stroke  ;?

it several times with the manual valve open and steam generator pressure on the valve. Also, the reco:raendation was made that maintenance personnel make -

a further inspection of the valve operator. -

The vcive worked satisfactorily several times with the manual valve closed.

The manual valve was opened and valve CV-70 was stroked several times. The -

3 first few times, the valve operated erratic (but it always closed) and then ',

it operated satisfactorily - smooth motion and 1007. closed.

Maintenance personnel are making further inspections of the valve operator (air to open - spring to close) and the proper operation of the valve. The PORC will meet again this af ternoon to make further recocznendations af ter receiving the inspection report from the maintenance personnel. V
