Special Report Inoperable Radiation Monitor R.E. Ginna Nuclear Power Plant Docket No. 50-244

Dear Mr. Vissing:

Since radiation monitor RM-14A was inoperable for more than 30 days, this Special Report is submitted in accordance with the Ginna Station Offsite Dose Calculation Manual (ODCM) Procedure CHA-RETS-ODCM,Section III.A.2.a.iii and Table III-2, outlining the action taken, the cause of the inoperability, and the return to service date.

Radiation monitor RM-14A is the high range plant vent effluent monitor, and monitors particulate, Iodine-131, and noble gas in the ventilation air exhausted from the auxiliary and intermediate buildings. On April 7, 1999, at 0622 EDST, the RM-14A skid was declared inoperable because of the data not being available in the Control Room. Control Room indication is via a computer link between the Eberline RCT-1 terminal in the Technical Support Center (TSC) and the Plant Process Computer System (PPCS).

The detectors associated with radiation monitor RM-14A were functional and the data was displayed on the field unit, located in the intermediate building (north) intermediate level.

However, RM-14A was declared inoperable because the communication link from the TSC and the PPCS failed to transmit the data to the Control Room reliably. The concern was that as long as the data was not being transmitted reliably to the Control Room, data r acquisition may not be readily available in an emergency situation.

Between April 7, 1999 and May 21, 19'99, the station was involved in the 1999 refueling outage. RM-14A data was field unit approximately 90% of the time during available at the the interval in question. The restoration of the RM-14A communication link was placed at a lower priority due to other maintenance scheduled for the 1999 outage.

N On May 21, 1999, Instrument and Control technicians were successful in re-establishing the communication link from the field unit to the RCT-1 terminal in the TSC and to the PPCS in the Control Room. RM-14A was declared operable on May 21, 1999.

At that time, it was observed that the ODCM required an NRC notification. This was documented in the Ginna Station Corrective Action system as ACTION Report No. 99-0925.

The root cause for RM-14A being declared inoperable was attributed to a loose connector in the RCT-1 terminal, which resulted in poor reliability in the communication link between the field unit, the RCT-1 terminal and the PPCS. Since being returned to operable status on May 21, RM-14A data has been displayed reliably in the Control Room.
