port Abnormal Occurrence 74-11 at Ginna Station.

Valve cover gaskets had been replaced on the A & B Main Steam Line Isolation Valves on June 25, 1974. As part of the startup procedure today, the Main Steam Isolation Valves were tested for proper operat, ion.

The valves had been closed all during the shutdown which began on June 21, 1974. After t.he reactor was cade critical, and before getting up vacuum on the turbine, the MSLI valves were opened. The operator tried twice to close the "A" MSLI valve and all four of the solenoid valves failed to oper-a te. The operator then tried the "B" MSLI valve. The valvo closed properly, but one of the two solenoid operated vent valves failed to open.

Instrument and Control personnel were notified and when they arrived at the valves and requested the operator to close the "A" MSLI valve, it closed properly, but one of the solenoid operated vent valves failed to operate.

Adjustments were made to the solenoid valves and they all operated 12 times.

Then the A & B MSLI valves were cach operated two times with no probicms.

The failure to operate occurred at 1205 and the valves were declared operable at 1250.

The PORC mec and the recom.cndation was :nade to de-c.ncrgize the solenoid valves whenever the MSLI valves are left closed for any length of time.
