Waterford 3 SES Docket No. 50-382 License No. NPF-38 Generic letter 92-01, Revision 1, Supplement 1 Gentlemen:

The purpose of this letter is to provide the response for Entergy Operations, Inc., Waterford 3, to Generic letter (GL) 92-01, Revision 1, Supplement 1, Part (1).

Waterford 3 has taken and plans to take further action to locate all data relevant to the determination of Reactor Pressure Vessel (RPV) intcgrity in accordance with Part (1) of the required information documented in Generic Letter 92-01, Revision 1, Supplement 1.

In December 1992, Entergy Operations, Inc., representing ANO-2 and Waterford 3, joined the ABB-CE Reactor Vessel Group (RVG). The primary purpose of the RVG was to abstract and evaluate the design and fabrication records for reactor vessels built by ABB-CE. These records and the draft report were received by Waterford 3 in February 1995. The records include Certified Material Test Reports (CMTRs) on plates and forgings, fracture toughness tests performed by ABB-CE, and chemical analyses of weld filler material as well as as-deposited weld metal chemistries. The records include information on other plants that had the same heat of weld material as Waterford 3. Waterford 3 is in the process of reviewing and evaluating these records. The final version of the ABB-CE report is expected in the fourth quarter of 1995. )

a Generic Letter 92-01, Revision 1, Supplement 1 W3F1-96-0127 Page 2 August 17, 1995 Recently, Entergy Operations, representing ANO-2 and Waterford 3, joined a new ABB-CE Reactor Vessel Working Group to address the issue of weld chemistry variability identified in NRC GL 92-01, Revision 1, Supplement 1.

The CEOG project will determine the best-estimate copper and nickel values, including standard deviations, for each weld material heat used in the beltline region of ABB-CE fabricated reactor vessels. This project is expected to incorporate relevant information from the original ABB-CE fabrication records, surveillance test results, and supplemental testing by other NSSS suppliers and utilities. Upon completion of this project, the results will be made available by ABB-CE for incorporation into an industry database.

Waterford 3 also received in July 1995 the NRC Reactor Vessel Integrity Database (RVID) and other related NRC documentation made available by the NRC RVID Project Manager. Waterford 3 is in the process of reviewing this information.

As documented in the CE0G 1etter to the NRC of July 27, 1995, due to the volume of information that must be collected, verified, and evaluated, the new CEOG project is expected to require a minimum of 18 months to complete.

After completion of the project, Waterford 3 will require additional time to assess the significance of the new data and the best estimate weld chemistries on the vessel's integrity. Therefore, Entergy Operations, Inc., Waterford 3, will provide a schedule for responding to Parts (2),

(3), and (4) of GL 92-01, Revision 1, Supplement 1, by February 17, 1997. )
