Dear Mr. Russell,

The Employees Legal Project is formally reporting to the NRC information given to us within the last week regarding recent instances of regulatory' ,

noncompliance at Seabrook Station. Sect.t Schum of Quality Technology Company, which has been retained by ELP to assess issues raised to this organization by concerned individuals, advised us to report this to you im mediately. He has informed ELP that this issue could have serious safety consequences.

The concerned individual was anonymously interviewed by Mr. Schum, and has asked to remain anonymous. However, the individual asked ELP to report 1 this problem to you. '

Please inform ELP in writing within a week as to-what course of action I the NRC will take in regard to the matters raised in this report.'

REG ARDING REGULATORY NONCOMPLIANCE J A significant number of procedures for operating Seabrook Station are neither accurate nor complete in the following respects:

symbols t'o prevent incorrect interpretation of them during procedure use. i I

'$ 2. There has been a breakdown in the accuracy of the procedures during the' f transition from the use of symbols to the use of text.

4. In particular, there are errors in text because symbols such as ">"

were reversed in the procedures used for operations, mechanical and

According' to Mr.'Schum, these deficiencies, if true and left _

. uncorrected, can and probably will have an adverse effect on the safety of .

operations at Seabrook Station. Mr. Schum believes the above-described

~ deficiencies represent a significant breakdown in the quality asurance -

-r program conducted in acoordance with Appendix B because these problems were

< . not detected by Seabrook Station's safety review' program. ]
