This is to advise the Board and parties that we expect a further amendment (Amendment 6) to the Seabrook Plan for Massachusetts Communities (SPMC).

Amendment 6 is in response to FEMA's request that any plan or procedure revisions generated by FEMA's ongoing review of Seabrook Station's plans and preparedness programs be effected by August 1, 1988.

We are advised that the Amendment will contain no conceptual changes to the SPMC but will consist of refinements of implementation plans.

The bulk of the Amendment will consist of updates to the SPMC appendices and the repagination occasioned by the changes.

Specific revisions contained in Amendment 6 include provisions for:

1.

the assignment ci an Assistant Staging Area Leader 2.

the transmission of EBS messages and news releases in parallel to the Media Center and the JTIC 3.

the direction that special population liaisons and school liaisons remain at the staging area and pool phone calls P

4.

the prioritization of special population phone calls 5.

the indicaticn of Congregate Care Centers equipped to accommodate handicapped individuals 6.

the deletion of reference to siren activation in the voice mode 7.

the making of periodic general announcements to emergency workers in the field 10.

the revision of Dosimetry and KI Inventory Requirements.

Amendment 6 will be delivered to FEMA on August 1, 1988 and will be delivered to the Board and parties on the service list as soon as possible thereafter.
