offsite emergency planning issues

Dear Administrative Judges:

In response to your request that the interveners designate lead interveners to conduct cross-examination in the upcoming offsite emergency planning hearings, interveners NECNP, SAPL, Town of Hampton, Town of Kensington, Town of Amesbury, and Com-monwealth of Massachusetts have consulted on their plans for cross-examination during the hearings. For each subject matter category, the interveners have chosen a lead intervenor and/or assigned sub parts of the issue to other interveners who have particular interests in those sub-parts. Those assignments are shown on an attachment to this letter. .

The purpose of these designations is to avoid, as much as possible, duplication of cross-examination by the parties. Of course, each party reserves the right to conduct cross-examination on any issue regarding which its interests have not been adequately served by the cross-examination done by another intervenor.
