Dear Mr. Murley:
I recently read your letter of July 2, 1987, to William B. Derrickson, Senior Vice President, Public Service Company of New Hampshire, to which you attached a copy of a letter from Edward S.
Christenbury, former Director'and Chief Hearing Counsel at the NRC and an' undated,' unsigned memorandum which I authored.

1 letter), initially brought about by your legal counsel's questions on understanding and interpretations of the emergency planning regulations, had been made available to you and the other parties to the Seabrook' proceedings."

So the record can be absolutely clear on this matter, as j
recited in the Christenbury letter that. letter was brought l
about.by.a request made by Edward Thomas of-FEMA' Region 1 to j
have the memorandum which I had authored evaluated.by NRC i
Counsel.
The memorandum which I' authored should also be I
placed in context.
That document was originally a talking.
paper.which I utilized in a meeting with officials from'The 1
Commonwealth of Massachusetts.
I had been asked to attend that' meeting'to answer, to the best of my ability, certain I.
questions concerning'NRC Regulations.

1 Thomas E. Murley, Director July 13, 1987 I have taken the time to clear up this rather minor point simply.because of the fact.that the high visibility of the Seabrook case together with suggestions in certain quarters that the NRC Staff has, in essence, provided
" coaching" to the Applicants in this matter would appear to dictate that all descriptions of derivations of advice letters'be extremely precise.
