Dear Sir:

This is to bring to your attention and request that you immediately remedy an unacceptable situation in regard to the timeliness of notices of NRC staf f meetings with Applicants in the above-referenced proceeding, most particularly meetings in regard to matters forming the basis for the Applicants' petition for a reduction in the size of the Seabrook Station emergency planning zone.

On January 14, 1986 at 1:00 p.m., my client, the Seacoast Anti-Pollution League, received at its of fice in Portsmouth, New Hampshire a notice of a meeting that had begun at 10:00 a.m. that same morning

-i n Bethesda, Maryland for the stated purpose of discussing the Brookhaven National Laboratory Draft Report on the technical review of the Seabrook Emergency Planning Sensit ivity Study. My client was dWare of that meeting in advance of receipt of the notice because SAPL's.Fleid Director had happened to call Mr. Nerses, the Seabrook Proj ect Manager, on the preceding Thursday, and, through plying him with a series of questions, had elicited the ir. formation that there was to be such a meeting. However, it is not fair to expect that my client should have to call the agency on a regular basis to gain timely notice of meetings. The meeting notice referenced above was dated January 6, 1987 and the envelope in which it arrived at the SAPL office bears a January 9, 1987 postmark. Part of the problem is obviously with the U.S. Postal Service, but the problem is also lIn part a result of the amount of time it takes the NRC to get the notices in the mail.

This is-not the first time that this kind of difficulty has arisen-and indeed there.has been a long history of inadequate notice of meetings. This lack of timely notice deprives my client of the due process right to participate in matters directly af fecting my~ client's interests. -Therefore, I ask that you investigate this problem and take immediate steps to compensate for the time lag in service and mailing of meeting notices by ensuring that preparation of and mailing of notices occurs further in advance of meetings.
