This letter contains a' proposed amendment to the Technical Specifications for-Facility Operating License Nos. NPF-35 and NPF-52 for Catawba Units 1 i

Condition for Operation-3.1.3.5 and Figure 3.1-1 fully withdrawn Rod Bank  !

Insertion limits from 228 steps withdrawn to 225 steps withdrawn or {

higher. Technical. Specification Basis Section 3/4.1.3 has been revised to

. reflect the insertion limit change. a 1

This amendment request is being submitted in response to significant high wear rates on 17 x.17 Rod control Cluster Assemblies identified at several foreign and domestic Westinghouse plants.

t Attachment I contains the proposed Technical Specification changes. Attaciunent II contains a discussion of the justification and a No Significant Hazards ,

- Analysis. This analysis is included pursuant to 10 CFR 50.91. It has been

concluded that the proposed amendment does not involve significant hazards considerations. '

The proposed changes are to be first implemented during the Catawba Unit 1 '

cycle 5 initial criticality. Unit 1 cycle 5 initial criticality is scheduled for March 27, 1990. Therefore, it is requested that the NRC review and approve-the proposed amendment prior to March 1990.

. Pursuant to 10 CFR 50.91 (b) (1) the appropriate South Carolina State Official is being provided a copy of this amendment request.
