APPLICATION FOR AMENDMENT TO OPERATING LICENSE >

Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission, Duquesne Light Company hereby requests that the Technical Specifications set forth in Appendix A to these licenses be amended to revise specification 4.0.2 by removing the .

limit of 3.25 times the surveillance interval for any three consecutive surveillance intervals.

The proposed technical specification changes are set forth in Attachments A-1 and A-2 to this Application. A Safety Analysis is set forth in Attachment B. A No Significant Hazard Evaluation is set forth in Attachment C. Dased on the guidance provided by tho -

Commission, the proposed changes have been determined to involve no significant hazards consideration in accordance with 10 CFR 50.92.

WHEREFORE, Applicant respectfully requests that Appendix A to ,

these operating Licenses be amended in the form attached hereto as
