SUMMARY

OF TELEPHONE CONFERENCE REGARDING DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT CONDUCTED ON APRIL 5, 2005, WITH ENVIRONMENTAL PROTECTION AGENCY, REGION 1 IN SUPPORT OF THE ENVIRONMENTAL REVIEW OF THE LICENSE RENEWAL APPLICATION FOR MILLSTONE POWER STATION UNITS 2 AND 3 (TAC NOS. MC1827 AND MC1828)

On April 5, 2005, representatives of the U.S. Nuclear Regulatory Commission (NRC) conducted a telephone conference with representatives of Environmental Protection Agencys Region I (EPA) office in Boston, MA. Enclosure 1 contains a listing of teleconference participants. The purpose of the conference call was to discuss EPAs comments on the draft Supplemental Environmental Impact Statement for license renewal at Millstone Power Station, Units 2 and 3 (NUREG-1437, Supplement 22). Enclosure 2 is a copy of the letter dated March 2, 2005, that EPA sent to the NRC providing EPAs comments on the draft Supplemental Environmental Impact Statement for license renewal at Millstone Power Station, Units 2 and 3. EPAs comments related principally to the NRCs evaluation of the impacts of entrainment, impingement, and heat shock on aquatic animals such as the winter flounder. Each EPA comment was discussed until the NRC representatives fully understood the comment. Then potential NRC responses were discussed for each comment. The roles of EPA, NRC, and the Connecticut Department of Environmental Protection in the National Pollutant Discharge Elimination System permit process and in evaluating impacts on aquatic biota and possible mitigative measures were also discussed.
