SUBJECT: MILLSTONE POWER STATION, UNITS 2 AND 3 - SUPPLEMENTAL INSPECTION REPORT 05000336/2024441 AND 05000423/2024441 AND FOLLOW- UP ASSESSMENT LETTER

Dear Eric Carr:

On July 11, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed a supplemental inspection and discussed the results of this inspection and the implementation of your corrective actions with Michael O'Connor, Site Vice President and other members of your staff.

On June 28, 2024, you informed the NRC that your station was ready for the supplemental inspection. The NRC performed this inspection to review your stations actions in response to a greater-than-green finding in the Security cornerstone and an escalated enforcement which were documented and finalized in NRC Inspection Report 05000336/2024442 and 05000423/2024442.

The NRC determined that your staff's evaluation identified the cause of the g reater-than-green finding.

The inspectors determined that the root cause evaluation was documented at a sufficient level of detail, included relevant operating experience, and identified the root cause, extent of conditions, and extent of causes of the performance issue. Based on the results of the inspection, the inspectors concluded the objectives of the inspection procedures ( IPs) were met.

The NRC determined that completed corrective actions were sufficient to address the performance issue that led to the g reater-than-green finding and greater-than-Severity Level IV violation. The finding and the violation are considered closed and will no longer be considered an Action Matrix item as of July 11, 2024. Based on the results of this inspection and our Action Matrix assessment, the NRC has determined that Millstone Power Station, Units 2 and 3 transitioned to the Licensee Response Column (Column 1), as of July 11, 2024. Therefore, the performance issues will be closed and no longer considered as an Action Matrix input as of the date of the exit meeting.

No findings or violations of more than minor significance were identified during this inspection.

Following the exit meeting, on July 11, 2024, a Regulatory Performance Meeting was conducted with Michael O'Connor, Site Vice President and other members of the licensee staff.

This letter will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding.

If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information- Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
