SUMMARY

OF MAY 3, 2016, PRE-SUBMITTAL TELECONFERENCE WITH DOMINION NUCLEAR CONNECTICUT, INC. TO DISCUSS PROPOSED LAR (CAC NO. MF7624)

Date: Wednesday, June 08, 2016 7:18:26 AM On May 3, 2016, a Category 1 public pre-application teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Dominion Nuclear Connecticut, Inc. (DNC, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss DNCs planned license amendment request (LAR) submittal regarding its analysis for realistic large break loss-of-coolant accident (RLBLOCA) in support of the spring 2017 fuel upgrade plan for Millstone Power Station, Unit No. 2 (MPS2). The meeting notice and agenda, dated April 20, 2016, is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16111B149. The licensees slides are available in ADAMS at Accession No. ML16125A009. The licensee presented a summary of the following:

  • Background on the proposed fuel product upgrade at MPS2;
  • Overview of the LBLOCA analysis;
  • Scope and content of License amendment request and licensing report;
  • Timeline and schedule for submittal and implementation and;
  • Future Dominion and NRC interactions.

The licensee stated that the submittal is necessary to implement the AREVA Standard CE14 HTP Fuel Assembly design using the M5 fuel cladding for the MPS2 spring 2017 Cycle 25 outage. The licensee indicated that the MPS2 analysis will comply with the NRC draft safety evaluation for EMF-2103(P), Revision 4 dated April 14, 2016, with no proposed deviations from the submitted method. Also, the LAR submittals will provide the appropriate documentation for how each limitation from the draft SE is addressed in the MPS2 application. The licensee plans to submit the LAR application no later than May 31, 2016. DNC intends to request NRC approval for this LAR by December 1, 2016.

No members of the public were in attendance, and no feedback forms were received. No decisions were made regarding the acceptability of DNCs proposed submittals.
