SUMMARY

OF JULY 17, 2013, MEETING WITH DOMINION NUCLEAR CONNECTICUT, INC. AND AREVA TO DISCUSS UPGRADE TO AREVA STANDARD CE14 HTP FUEL ASSEMBLY On July 17, 2013, a meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Dominion Nuclear Connecticut, Inc, and AREVA at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the following for implementation of the fuel product upgrade at Millstone 2 during the spring 2017 refueling outage. A list of attendees is provided in the Enclosure to this meeting summary.

  • Dominion's Licensing Approach under 10 CFR 50.59 leading to Three License Amendments
a. License Amendment and 10 CFR 50.46 Exemption Request for M5 Fuel Rod Cladding
b. License Amendment Request (LAR) for Realistic Large-Break LOCA
c. License Amendment Request for Small-Break LOCA
  • Schedule for Dominion Submittals and Fuel Product Implementation at Millstone Unit 2
  • Desired NRC Actions to Support Fuel Product Upgrade at Millstone Unit 2 The licensee provided the NRC staff with their licensing plan and schedule for LARs for RLBLOCA and SBLOCA. The NRC staff stated that the LAR approval schedule appears to be aggressive and it also requires approvals of two AREVA LOCA Topical Reports. The NRC staff suggested that the licensee should consider the "Plan B" schedule if approvals of AREVA LOCA Topical Reports are delayed.

The licensee will discuss the progress related to licensing activities and participate in the post submittal meeting for RLBLOCA Topical Report with AREVA and NRC.
