SUMMARY

OF JUNE 7, 2010, MEETING WITH DNC TO DISCUSS GENERIC LETTER 2004-02 SUPPLEIVIENTAL RESPONSE REQUEST FOR ADDITIONAL INFORMATION (TAC NOS. MC4694 AND MC4695)

On June 7, 2010, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Dominion Nuclear Connecticut, Inc.

(DNC). The purpose of the meeting was to discuss remaining issues identified during NRC staff review of the Millstone Power Station, Unit Nos. 2 and 3 (MPS2 and MPS3, respectively)

Generic Letter (GL) 2004-02, "Potential Impact of Debris Siockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors," supplemental response. The meeting was a follow-up to the April 8, and April 20, 2010, Category 1 public teleconferences on the same subject. A summary of the April 8, 2010, meeting can be found at Agencywide Documents Access and Management System (ADAMS) Accession No. ML101170575. The meeting was intended to give DNC the opportunity to explain its proposed approach for responding to the NRC staff's request for additional information (RAI) dated February 4, 2010 (ADAMS Accession No. ML100070068). The meeting was also intended to give the NRC staff the opportunity to provide feedback regarding the licensee's proposed approach and to provide a mechanism for the NRC and DNC to come to mutual agreement on the remaining steps toward resolution of the outstanding GL 2004-02 issues for MPS2 and MPS3.

No proprietary information was discussed at the meeting. No members of the public were in attendance. A list of attendees is provided in the enclosure.

The licensee provided draft responses to the NRC staff's RAI dated April 8, 2010 (ADAMS Accession No. ML100980415). The licensee provided a revised copy of the draft responses based on discussions from the April 8, and April 20, 2010, teleconferences (ADAMS Accession No. ML101530556)

The following summarizes the discussion of each proposed response discussed at the June 7, 2010, meeting:

1.0 Millstone Power Station, Unit NO.2 1.1 Request For Additional Information NO.3 The NRC staff stated the proposed response is acceptable.

- 2 1.2 Request For Additional Information NO.6 The NRC staff stated the proposed response is acceptable.

1.3 Request For Additional Information No. 14 The NRC staff stated the proposed response is acceptable with one exception. In the first sentence of the response the word 'increased' should be 'decreased.' OI\\lC agreed to make this change.

The NRC staff stated that all of the proposed responses to the MPS2 RAls are acceptable as qualified above. ONC intends to submit the final responses for NRC staff review.

2.0 Millstone Power Station, Unit NO.3 2.1 Request For Additional Information NO.6 The NRC staff continues to have the following concern: The impact of the chemical precipitates could be significantly higher than was deduced from the Rig-89 test results.

This is because Rig-89 head loss results were an order of magnitude lower than Rig-33 results, which the NRC staff considers to be more representative of the plant condition from the perspective of bed formation. Filtration of chemicals on a less porous bed generally leads to significantly higher head losses. As a result, NRC staff does not consider it appropriate to add Rig-89 chemical effects differential head loss to the Rig-33 nonchemical head loss result. Nor does the NRC staff accept the licensee's arguments regarding why Rig-33 result is not representative of the plant.

ONC will provide a path forward on this issue by June 17, 2010.

2.2 Request For Additional Information No. 16 The NRC staff stated the proposed response is acceptable with one exception. In the first sentence of the response the word 'increased' should be 'decreased.' ONC agreed to make this change.

The NRC staff stated that all of the proposed responses to the MPS3 RAls are acceptable, except as noted in Sections 2.1 and 2.2 above.
