SUMMARY

JULY 18, 2017 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Dominion Nuclear Connecticut, Inc. (the licensee) held a telephone conference call on July 18, 2017, to discuss the licensees plan to submit an application for a license amendment proposing changes to the Millstone Power Station, Unit No. 2 (MPS2) Technical Specification (TS) 3.8.1.1, AC [Alternating Current] Sources - Operating. The proposed amendment would add a required action to MPS2 TS 3.8.1.1 to allow up to 14 days (allowed outage time) in a configuration where a cross-tie switchyard breaker (13T-2) is closed, coincident with the Millstone, Unit No. 3 (MPS3) A reserve station service transformer (RSST) inoperable or out of service.

The licensees meeting slides are available in Agencywide Documents Access and Management System at Accession No. ML17200C957. The licensees presentation included a description of the Millstone offsite power source configuration, an overview of the risk assessment supporting the proposed change, and the risk management strategy for the planned maintenance.

The licensee provided the rationale for needing the proposed change to TS 3.8.1.1.

Specifically, MPS2 credits either the MPS3 A RSST or the MPS3 A normal station service transformer (NSST) to meet alternate offsite power source requirements for General Design Criterion (GDC)-17. When the MPS3 A RSST is removed from service for maintenance and

the 13T-2 breaker is closed, MPS2 cannot credit MPS3 A NSST as the alternate source of offsite power, which would require MPS2 to enter TS 3.8.1.1 Action a (72-hour allowed outage time). While the 13T-2 breaker is normally opened when MPS3 A RSST is out of service to meet GDC-17 requirements, the configuration increases the probability of a loss of offsite power (LOOP) event at MPS3. Therefore, an allowed outage time of 14 days is being proposed, which would allow for completion of an extended MPS3 A RSST maintenance evolution, while maintaining a reliable source of offsite power to both MPS units. The licensee stated that the proposed amendment would improve operational safety by reducing the likelihood of a LOOP event at MPS3 while limiting the MPS2 core damage frequency increase to an acceptably small value that meets the requirements of Regulatory Guide (RG) 1.174, Revision 2 and RG 1.177, Revision 1.

The licensee stated their planned LAR application is on track and projected for submission by October 2017.

No decisions were made regarding the acceptability of DNCs proposed submittal.

There was one member of the public in attendance by teleconference. To date, no public meeting feedback forms have been submitted through the NRC public meeting feedback system. The public portion of the meeting concluded with several comments from the member of the public regarding general licensee performance and switchgear maintenance at nuclear power plants. There were no specific questions or actions requested by the public member.
