SUMMARY
AUGUST 31, 2017 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Dominion Nuclear Connecticut, Inc. (the licensee) held a telephone conference call on August 31, 2017, to discuss the licensees plan to submit an application for a license amendment proposing changes to the Millstone Power Station, Unit No. 3 (MPS3) Technical Specifications and Spent Fuel Pool Criticality Analysis.
The licensees meeting slides are available in Agencywide Documents Access and Management System at Accession No. ML17230A128. The licensee presented a summary of the following:
- The current MPS3 Three Rack Design SFP Configuration
- The proposed SFP Criticality Safety Analysis changes
- SCALE 6.0 Analysis Methods
- Boron Dilution Analysis Methods
- Criticality Analysis Checklist and Differences with Nuclear Energy Institute (NEI)12-16, Revision 1
- Conservatism in Modeling The licensees proposed SFP changes is intended to add soluble boron credit as well as additional credit from control rods and the SFP wall. The licensee also indicated that their proposed amendment involves updating methods and computer codes which will be fully described in its LAR. The licensee gave a walk-thru of the MPS3 New Fuel Storage Rack and SFP Criticality Analysis Checklist and provided an explanation for the areas that have
minor differences from the guidance in NEI-12-16, Revision, 1, Guidance for Performing Criticality Analyses of Fuel Storage at Light-Water Reactor Power Plants.
The licensee stated their planned LAR application is on track and projected for submission by March 2018. The licensee plans to request NRC approval of the amendment by the 2nd quarter of 2019 in support of its projected implementation of the amendment in the 3rd quarter of 2019.
No decisions were made regarding the acceptability of DNCs proposed submittal.
There were no members of the public in attendance by teleconference. To date, no public meeting feedback forms have been submitted through the NRC public meeting feedback system.
