OF DECEMBER 10, 2015, PUBLIC MEETING WITH DNC REGARDING A PROPOSED LICENSE AMENDMENT FOR THE MPS2 CHARGING SYSTEM IN RESPONSE TO CONFIRMATORY ORDER EA-13-188 (TAC NO. MF7108)

On December 10, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Dominion Resources, Inc., et al. (Dominion, the licensee) via teleconference at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the teleconference was to discuss Dominions plan to submit an application for license amendment to satisfy NRC Confirmatory Order IV.2, addressing the use of charging pumps in the analysis of the inadvertent opening of a pressurized water reactor pressurizer pressure relief valve (IOPORV) for Millstone Power Station, Unit No. 2 (MPS2).

The licensees presentation is found in the meeting slides at Agencywide Documents Access and Management System Accession No. ML15344A294. The licensee presented a summary of the following:

The purpose of the license amendment request (LAR)

The scope of LAR AREVA Analysis for Long-Term IOPORV Application of Single Failure Criterion Applicable Regulatory Issue The licensees current submittal schedule and NRC requested review schedule The licensee has completed an analysis of the long-term response for FSAR Section 14.6.1, Inadvertent Opening of a Pressurized Water Reactor Pressurizer Pressure Relief Valve with no credit for charging flow. Therefore, the licensee proposes as part of the LAR to remove the charging from TS 3/4.5.2, Emergency Core Cooling Systems. Also, the LAR will request NRC review and approval of changes to FSAR Chapter 14 for MPS2.

The licensee indicated that in order to maintain compliance with the Confirmatory Order, an operability determination and standing order are in place for the charging system and will remain in place until NRC makes a final determination on the LAR. Finally, Dominion stated that their planned LAR application is on track, projected for submission by February 15, 2016, and would request a 12-month NRC review.

No decisions were made regarding the acceptability of Dominions proposed submittal. No members of the public were in attendance by teleconference.

Rich, Dominion plans to submit a license amendment request to satisfy Confirmatory Order item IV.2 - By no later than February 15, 2016, DNC will submit a license amendment request to the NRC addressing the use of charging pumps in the analysis of the inadvertent opening of the PORVs. DNC is interested in scheduling a pre-submittal meeting during the week of December 7th with the NRC by teleconference to discuss the proposed license amendment request and provide details of the submittal.
