50-423 License No.. NPF-49 3R22 REFUELING OUTAGE INSERVICE INSPECTION (ISi) OWNERS ACTIVITY REPORT EXTENSION This letter is to inform you that Dominion Energy Nuclear Connecticut, Inc. (DENG) will not be submitting the Millstone Power Station Unit 3 (MPS3), 3R22 Refueling Outage lnservice Inspection (ISi) Owner's Activity Report (OAR) by the 120-day due date after the completion of the refueling outage.
The 3R22 Refueling Outage ended on December 1, 2023, making the report due on April 1, 2024.
American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code Section XI, Article IWA-6200, contains requirements for the development and submittal of the report.
Specifically, IWA-6240(b), indicates the report is to be issued within 90 calendar days after completion of each refueling outage. Approved Code Case N-532 provides additional guidance related to report preparation and submission but continues to specify 90 calendar days. However, Code Case N-892 provides guidance that a period of 120 calendar days may be used as an alternative to IWA-6240(b). Code Case N-892 was approved on January 9, 2019, and is listed as "Acceptable.for Use" in NRC's Regulatory Guide 1.147, Revision 20.
Title 10, Code of Federal Regulations (CFR) 50.55a, "Codes and Standards",
paragraph (b)(2)(xxxii) was subsequently revised to specify that the OAR must be submitted within 120 days after completion of each refueling outage.
The reason DENG is not able to meet the 120-day requirement is that several ASME XI Repair/Replacement Work Orders and associated NIS-2A forms are still being processed. A Condition Report has been entered into the station corrective action program to address gaps in station's ability to issue this report in a timely manner.
DENG expects that these forms will be processed, and the Owner's Activity Report will be submitted by May 9, 2024.
