Nuclear Regulatory Cc==ission Washington, D.C. 20555 Eear Mr. Rosenthal, Cn behalf of the Citizens Energy Foru=* and other concerned Virginia citizens, I urge you and the Atc=ic Safety and Licensing Appeal Board to consider revocation of VEPCOs' operating license for the North Anna I nuclear station, and to i==ediately initiate a public hearing process regarding the risky settle =ent conditions under North Annas' buildings.

These conditions were not fully considered in April,1978 when the original license was reviewed. In addition, the apparent attempts at concealment of important information related to the settlement warrants a full investigation, which I understand is now underway at the U.S. Justice Department.

"le ask that these unresolved safety questions be thoroughly explored with participation of the public likely to be af fected by hazards at North Anna, and that 7EPCC and the NRCs' roles in an alleged cover-up be clarified before any action is taken by the Appeal Scard.

We hope that your deliberations will include a realistic lock at the rapidly mounting concern over VIPCOs reactor progra=-

Virginians are being asked to bear the consequences of VIPCOs
