This letter is in response to the'NRC's summary of the April 6, 1989 meeting with TVA concerning DCRDR Human Engineering Discrepancies (HEDs) closure status. This meeting supanary was approved by D. H. Moran, Project Manager, TVA Projects Division, HRR, on April 21, 1989.

The staff's meeting summary requested TVA reevaluate the schedule for the completion of HED 283 Different Zero References for Reactor Mater Level Instrumentation and provide a letter documenting all of TVA's efforts to resolve HEDs. The specific staff requests and TVA's responses are provided in enclosure 1.

Enclosure 2 is a list of the commitments contained in this response.

RESPONSE TO HRC REQUESTS REGARDING DETAILED CONTROL ROOM DESIGN REVIEW HUMAN ENGINEERING DISCREPANCIES (HEDs)

TVA would like to clarify the chx.onology of the resolution of HUREG-0737, Item II.K.3.27 Common Reference Level 'for Vessel Level Instrumentation discussed in the HRC's summary of the April 6, 1989 meeting. TVA's April 9, 1981 letter proposed the installation of visual indication to level instrumentation (for example, tape or markers) to meet the requirements of this item. Changes to the instrument scales, procedures, technical speciEications or training, were specifically not planned nor considex'ed necessary. The HRC's October 23, 1981 letter advised TVA that this modiEication was considered acceptable as an intex.'im measure. The HRC's Octobex'28, 1982 letter proposed the incorporation of the final x.esolut,ion of this issue into the control room design review in order to eliminate the possibility oE changing water level instrument scales twice; once per Item II.K.3.27 and then possibly again per Item I.D.1. By lettex dated December 3, 1982, TVA concurred with the HRC's proposal and stated any required modifications would be resolved on the schedule specified in the x.esolution of Item I.D.l. TVA has complied with the HRC's April 21, 1989 request to con..idex'. completion of HED 283 Different Zero References for Reactor Vessel Level Ixxstrumentation, prior to restart. TVA will resolve HED 283 px.ior to unit 2 restart.

At Uxe close of the April 21, 1989 meeting between TVA and HRC on Detailed Control Room Design Review (DCRDR), the staff requested TVA provide a letter to the staff documenting all theix. efforts to resolve HEDs. The specific reque ts GIld TVA's responses are provided below.

Request: The restart review of original batch of HEDs (documented in an August 13, 1987 memorandum from P. K. Guha to D. F. Faulkner).

Response: TVA confirms Uxat the HEDs described in TVA's December 30, 1986 letter wex;e evaluated in July 1987 against the restart cxiteria which was in effect at that time. This review was documented in the August 13, 1987 internal TVA memorandum which was reviewed by the HRC during this meeting.

Request: Identify the six HEDs x'esulting from the August 13, 1987 review which met the restart criteria, and were "connnitted to" Eor repair before restar't Response'he siK x.estart required HEDs which were identif ied in the July 1987 review were:

Request: The reassessment of all HEDs identified in our March 17, 1989 letter, and the results of that assessment (including commitments).

Response: In response to the NRC's March 17, 1989 letter, TVA reevaluated all HEDs against the restart criteria which is contained in the Nuclear Performance Plan. Two addition restart required HEDs were identified from the EPG evaluation:

HED 299 EOI-3 Procedure Ambiguity/Deficiency HED 300 EOI-3 Entry Condition Request: The documentation of all action taken to date which provide interim, or final, liED corrective action.

Response: The following is the status of the non-restart HEDs:

HEDs that are complete:

002, 003, 015, 197, 203, 204, 274, 301, 302, 304, 305, 307, 308, and 310.

HEDs that are currently scheduled to be fully or partially complete before startup that are not committed to are:

Of the 26 HEDs that were not rated as Category 1 though 4 because they were not a valid concern or not specifically DCRDR related, 16 have been resolved. They are:
