Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 Auxiliary Feedwater Operator In Reference (1), the NRC Staf f documented its evaluation of the responses to the concerns of I&E Bulletin 79-06B provided by Northeast Nuclear Energy Company (NNECO) by References (2), (3), and (4 ) . Reference (4), in particular, summarized NNECO's proposal with respect to ensuring timely initiation of auxiliary feedwater as required.

This proposal was amended by the evaluation documented in Item (4) of Ref erence (1), wherein it was stated that :

"NNECO further committed to document that the operator assigned to this function will at the time of a transient requiring such action take immediate control of the main and auxiliary feedwatet systems, with no other concurrent responsibilities, until the steam generator levels return to a stable condition."

In fulfillment of that commitment , please be advised that the existing applicable emergency procedures specify that the above-quoted actions be taken. NNECO continues to believe that all necessary actions required to ensure timely initia-tion of f eedwater have been completed.
